Your ignorance on animal matters shines through once again. Pet licensing penalizes responsible animal guardians and rescuers, while those whose cats and dogs are made to suffer, breed, and fight, fly under the radar as usual.
Oh sure, there will be an old lady here and there to license her ancient blind Pekinese who has not left the house in years. But irresponsible animal owners will not even know of your silly ordinance. As for people like me, we will blithely ignore licensing as another pointless bureaucratic burden ... another penalty on those of us who benefit society, including animals, without your help ... another huge drain, a la Fusco, on city coffers -- money that would go a long way to support free spay/neuter clinics, veterinary care and immunization to animals of indigent people, trap-sterilize-release programs for ferals, humanitarian efforst to put an end to the Corridor of Cruelty that shames this city .... What were you thinking!? How can you be so wrong, so consistently?
Et tu, Mrs. Clutterbuck ... whatever gave you the idea that, Denver --the Auschwitz of bully breeds--should be a beacon to Houston, which is screwed up enough without more bad models?
Failure to properly research the topic of licensing, lame-duck syndrome, re-election jitters ... it must have seemed an unimportant issue to you. But, ladies and gentlemen, the animals you have failed to help or condemned to be abandoned will die in earnest. Thanks for nothing and we can only hope that a new mayor and new council members place more value on those who can't vote (and I don't mean illegal immigrants) than you.
