Of Floods and Shelters

Madam Mayor, Ladies and Gentlemen of the City Council:

Many of us are awaiting your decision concerning the new BARC location. Should you still be eyeing former mayor White’s preposterous choice, let me offer a decisive consideration that should override all others:

Gragg Park (2999 N. Wayside Dr.) is on a flood plain. It means a tragedy in the making.

A dark, hidden fact, that most citizens don't know (but should and will) must be paramount in guiding your decision. High volume animal shelters like BARC kill – I mean wholesale killing — all animals who can’t be evacuated when floods or other natural disasters threaten.

The rationale is that on the eve of an emergency all other shelters and foster homes are up to their necks in animals, so evacuation efforts fail (if at all attempted). Should shelter workers not be able to reach the flooded facility, the animals would either drown or stand in sewage, without food or medical attention for an unforeseeable period of time. To spare them the suffering, they're killed. It’s also a good excuse to empty the cages; a fresh start, if you will.

Houston floods. Gragg Park will certainly flood. Let’s please ensure that you are not to blame for wholesale BARC massacres during future hurricanes.
