It comes as no surprise: You can't fight city hall as Rank-and-File, and there is no humbler R&F than those who end up at BARC.
Fusco cannot change anything; he'll just prolong the unnecessary agony of a facility that should be emptied of dogs and cats, and imploded with all of its employees inside. The Fusco "solution" is on the order of American troops entering Auschwitz and saying, "Yes, we can move some of the guards around, fresh coat of paint, cover the drains, keep better record of intakes, gassings, and deportations, and it will be ready for Himmler's cousin to take over."
Nah, I'm not mad; just tired of digging to reposition the bar of humanity.
If anyone has any suggestions on how to proceed from here, I am listening.

BARC's Change Agent Finally Gets A Contract

City Council unanimously approved hotly debated 6-month contract for Gerry Fusco, interim chief for the Bureau of Animal Regulation and Care.
The unanimity was a bit of a surprise, given the sharp critcism doled out two weeks ago by
Councilwoman Jolanda Jones, who said she felt Fusco had refused to give her enough information about the benchmarks on his contract, among other things.
The $135,000 contract will keep Fusco at BARC through January.
There was no mention we heard of the report released yesterday by "no-kill" advocate Nathan Winograd, which painted a bleak picture of BARC operations even after Fusco had been on the job.
